Commercial Property Assessed Clean Energy Program
The CPACE program allows owners of eligible commercial property to obtain long-term, low-interest rate financing from private capital providers for certain qualified projects. Eligible properties may include any privately-owned commercial, industrial, agricultural, or multi-family (with five or more dwelling units) real property. MCEDD administers this program for Hood River and Sherman Counties and is continuing to explore how to assist our other counties in adopting a program. Learn more.
Oregon Enterprise Zones
Oregon’s Enterprise Zone program is designed to encourage businesses of all sizes to make new or additional investments that will improve employment opportunities, spur economic growth, and diversify business activity within the communities each zone encompasses. The primary benefit to qualifying businesses is 100 percent abatement from local property taxes for at least three to five years on facilities and equipment newly invested in the zone. Property tax exemptions of 7 to 15 years may be available to businesses making sizeable investments and bringing well-paying jobs.

Workforce and Training
Workforce investment boards bring together local civic, business, and workforce development leaders to develop strategies that leverage funding and resources within their local communities to prepare and match the skills of workers with the workforce demands of businesses. Entities serving the MCEDD region include:

- East Cascades Workforce Investment Board (OR side)
