Scott
Clements joins MCEDD Loan Administration
Board
|
The
MCEDD Board recently appointed Scott Clements to
its Loan Administration Board. Mr. Clements
describes himself as a "consultant to local
governments and Native American communities".
He has more than 40 years experience as an
independent public finance advisor, institutional
investment manager, and corporate treasurer and
banker. The Loan Board reviews loan proposals and
makes decisions related to loan applications, loan
portfolio client requests and loan procedures and
policies for MCEDD's revolving loan funds.

As a
service to the regional business community and as
a strong part of our economic development strategy
for the region, MCEDD manages several business
loan programs that provide an accessible,
affordable source of capital for projects that
create and/or retain jobs. These loan funds can be
used to contribute to the financing needed by a
business to purchase or build new facilities,
purchase equipment, provide working capital or
many other purposes. MCEDD has been operating
revolving loan funds to support small businesses,
which cannot obtain financing from traditional
banks since 1980. From July 01, 2009 through
May 31, 2009, MCEDD funded 11 loans to businesses
totaling $871,693.00. Those businesses have
created or retained 81 jobs in the MCEDD
region.

Opening: MCEDD Project and Mobility
Manager |
MCEDD is seeking a full-time Project and
Mobility Manager. Salary DOQ, approximately
$40K-$50K. Closes 7/17/09. This individual will
provide mobility management, professional economic
development, grants management, and project
management services to members and regional

MCEDD
Completes Comprehensive Economic Development
Strategy
|
MCEDD is proud to announce the release of the
updated Comprehensive Economic Development
Strategy (CEDS) for 2009-2010. A primary focus for
the document was an update to the strategic vision
and the regionally prioritized list of projects.
"I was extremely pleased with the process used to
create the CEDS this year. We first
clarified our three top priorities: readiness to
proceed, regional impact and economic
results. Using that starting point, we were
able to thoughtfully develop a list that focuses
on projects which support the economic vitality of
the entire Mid Columbia region," stated MCEDD
Chair Barbara Briggs. This document

submitted to the Economic Development

New
America's Recovery Capital (ARC) - A
new Small Business Lending
Program |
The US Small Business Administration (SBA)
has a new program called the ARC Loan Program
which can provide up to $35,000 in short-term
relief for viable small businesses facing
immediate financial hardship to help ride out the
current uncertain economic times and return to
profitability. ARC loans will be offered by
some SBA lenders for as long as funding is
available or until September 30, 2010, whichever
comes first. Additional information about

ODOT
and WSDOT fund Mobility Management Project in the
Gorge
|
MCEDD's request for funding for a Mobility
Manager for Gorge TransLink has been confirmed by
both Oregon and Washington Departments of
Transportation. ODOT will fund $22,000 and WSDOT
will fund $88,000 for the biennium with matching
local funds. The mobility management project is
designed to enhance regional travel and increase
connectivity for passengers in the rural counties
participating in Gorge TransLink: Klickitat,
Skamania, Hood Ricer, Wasco and Sherman counties.

Thank
you to the Special Districts Association of Oregon
and Northern Wasco Public Utility
District |
Mid-Columbia
Economic Development District was able to improve
its office space with funds from the Special
Districts Association of Oregon (SDAO) and
Northern Wasco PUD. The remodeling work was done
to improve the safety for the MCEDD staff and
clients and to continue offering regional services
in a professional manner.
SDAO's grant, used to enclose and light a
work area, was extremely important to
increasing personal safety for MCEDD staff and
financial security. Northern Wasco PUD's grant was
used to enclose a conference room and multiple
work areas and create a new office space.

Future
of Columbia Gorge Discovery Center - Declaration of Cooperation
|
The
Columbia Gorge Discovery Center and Wasco County
Historical Museum serve as the official
interpretive center for the Columbia River Gorge
National Scenic Area.
At the request of
Wasco County and the Discovery Center Board, in
January 2009 Governor Kulongoski designated the
Discovery Center an Oregon Solutions Project. The
goal of the project was to ensure the long-term
sustainability of the Discovery Center. This
successful project drew together dozens of
community groups and partners, including MCEDD, to
create a Declaration of Cooperation for the future
of the Discovery Center.
The Declaration
will be presented at the official signing ceremony
on July 15, 2 p.m. at the Discovery Center with
representatives from the Governor's office
present. All are welcome to attend and celebrate
this wonderful Gorge asset.

Technology Alliance (GTA) Summer Party
2009 |
The
GTA will be hosting a party to celebrate the
summer and connect with friends old and
new!
Party Details: When: July 30,
6pm Where: Bambinos in Hood River, 220
Clearwater Lane (off Cascade Ave, behind Nunamaker
Realty) Who: GTA Members and Non-Members alike
are welcome - the only requirements are that you
bring something to share and RSVP by July 24 to
Jessica Metta (541-296-2266).

Skamania
County News
|
Insitu
has signed another lease with the Port of Skamania
for 14,500 square feet of space in the Port's
Tichenor Building on the Stevenson waterfront.
This lease is in addition to a 46,000 square foot
building at the east end of the Port's River Point
Facility. Insitu hopes to begin operations in
Stevenson by mid to late August.
Insitu's
expansion in Skamania County will provide private
investment, payroll and jobs. It has 600
employees to date and estimates there will be
nearly 100 employees working in the River Point
facility by the end of the year. Some employees
will relocate from the Bingen facility and some
will be new hires.
MCEDD partners with
Skamania County Economic Development Council to
provide a monthly update on economic development
happenings in Skamania County. This month's update
has been provided by Skamania
EDC.

Community
Profile - Maupin,
Oregon
|
|
Located 40 miles south of The Dalles in
southern Wasco County, the City of Maupin is the
largest city in southern Wasco County. The City
has its own K-12 school, a range of available
housing, direct access to a major transportation
route (US 197) and incredible recreational
opportunities.
Like other rural
communities, after the loss of the town's timber
mill, Maupin has been working to improve and
diversify its economic base. Recently, the
City has been looking to bring more family wage,
year round businesses to the town by working with
local entrepreneurs. The City is also
interested in attracting light industry and
professional services for which the area would be
particularly well suited. Ultimately, the
vision is to support a diverse range of people and
businesses and create a vibrant, rural
community.
The City has available land for
industrial and residential ventures. Moderate
amounts (approx. 30 acres) of undeveloped
industrial land and many residential lots.
Commercial land is less available, being
concentrated along the main street, Deschutes
Avenue, and the east bank of the river. The City
also has adequate sewer and water capacities to
support new business and light
industry.
MCEDD provides a
monthly profile to support a regional
understanding of the Columbia River Gorge
communities. This profile has been provided by the
City of Maupin in Wasco County,
Oregon.

Big
Eddy-Knight Transmission Project - Wasco and
Klickitat Counties
|
BPA
is proposing to build a new 500-kilovolt (kV)
transmission line between its existing substation
in Wasco Co., OR and a new substation in Klickitat
Co., WA.
BPA is accepting comments on the proposed
project and scope of the EIS and will hold two
open house style scoping meetings for the project.

Highlights: June
|
The Oregon
Tourism Commission announced the opening of
the 2009-10 Matching Grants Program for investment
in travel and tourism organizations across the
state. The grant program is part of Travel
Oregon's tourism development mission to assist
Oregon communities and organizations in the
creation, enhancement and implementation of
quality tourism plans and products.
The deadline for completing the
online electronic application is August 18.
