MCEDD was formed in 1969 by its member counties. It received federal designation as a District from the US Economic Development Administration in 1970.
MCEDD is organized as a government non-profit in Oregon as an ORS-190 and in Washington through RCW 39.34.010.
MCEDD is governed by a public-private board of directors representing counties, cities, ports, chambers, higher education and major private industries.
