Goals
Plan Mission
National Scenic Area Funds
are dedicated “to protect and support the economy of the Columbia
River Gorge area by encouraging growth to occur in existing urban areas
and by allowing future economic development in a manner consistent with”
the protection purposes of the National Scenic Area Act. In 1986 the U.S.
Congress designated the Columbia River Gorge as a National Scenic Area.
In conjunction with this Act, Congress earmarked $5 million to each State
of Oregon and Washington for the purpose of making loans and grants for
economic development projects that further the purposes of the Act. The
States of Oregon and Washington, in a Joint Economic Plan, adopted the
following shared mission for economic development in the National Scenic
Area: “Strengthen and diversify
the economy of the National Scenic Area to increase economic prosperity
and job opportunities, while protecting and enhancing the quality of life.”
The Plan
Goals to accomplish the Plan Mission
are:
Mandatory Goals
(one or more of these is required for project eligibility)
• Expand and diversify the economy
• Create and retain jobs, especially
family wage jobs
• Increase the region’s tax
base
• Provide support for adequate public
infrastructure
Auxiliary Goals
(each of these goals will enhance the project’s eligibility)
• Sell area’s products outside the
region
• Add value to region’s products
• Leverage use of available funds
• Maintain and enhance the region’s
quality of life
