Board Members

The Oregon Investment Board is a seven member volunteer board appointed by the Governor of Oregon. The board is charged with policy direction, funding criteria and funding decisions. There are two members appointed from Multnomah, Hood River and Wasco Counties and one at-large member. The Board also works with their partners in Washington—Washington Investment Board—through the Bi-State Advisory Council.

 

Robert Brown
Multnomah County
Term ends: November 13, 2010
Robert works for WorkSource Portland Metro East as Manager of Business and Employment Services. He has 13 years experience in workforce development and has held numerous leadership roles in Gresham and The Dalles. He has been especially involved with the chambers of commerce for both communities, currently serving on the Board of Directors for the Gresham Area Chamber of Commerce and previously serving on the Board for The Dalles Area Chamber of Commerce.

Mark Cherniack
Wasco County
Term ends: June 30, 2010, Secretary, Treasurer
Mark co-owned the WildFlower Cafe in Mosier, Oregon. He continues his work in the sustainable energy field through his recent work to set up a solar electric power system for the Mosier Community School. He has worked in the public and private sectors in the Pacific Northwest, United States and internationally on sustainable energy policy, programs and projects, including climate change mitigation. He served on the board of directors of a rural Community Development Corporation.

Rob DeGraff
Multnomah County
Term ends: November 13, 2010
Rob most recently worked for Oregon Department of Transportation. He was co-project director for the Columbia River Crossing, which planned for the development of an expanded I-5 freeway crossing of the Columbia River. He has also been active with the Portland Business Alliance, serving as Vice President for Public Policy to develop the Alliance's public policy program.


Gary Rains
Hood River County
Term ends: June 30, 2010
Gary Rains retired with his wife, Gean, to Hood River in 2003. Since moving to Mt. Hood, Gary has been a founder of CenterPointe Community Bank, opened a marketing firm in Charlotte, NC, invested in several local wineries, developed several local properties, is a co-owner with Gean in Gorge Gifts, purchased property in Goldendale, and is a marketing consultant. Gary is also owner of Rains Marketing, a twenty year old ad agency in Portland. He has been on the boards of the Hood River County Renewable Energy Task Force, Hood River Chamber, Hood River Rotary, Boys and Girls Club, Outward Bound and Oregon Youth Soccer Association. He maintains an office in Hood River, as well as Portland.

Andrea Klaas
At Large
Term ends: November 13, 2010
Andrea is the executive director for the Port of The Dalles. She has previously served on the board of the Hood River County Economic Development Committee, Mid-Columbia Economic Development District and Mt Hood Economic Alliance. Andrea has a home in Hood River.

Susan Powers
Hood River County
Term ends: May 31, 2010
Susan
Powers makes her home in Hood River with her husband and two children, Miles and Erin. She is very active in volunteer school activities such as the Westside Parent Teacher Organization and youth lacrosse. Susan has previous experience as the director of planning for Columbia Sportswear Company and as a business analyst for Dun and Bradstreet in Portland, Oregon. She completed her MBA at Portland State University and has a BA in Asian Studies and a BS in Business Management from the University of Montana.

Joan Silver
Wasco County
Term ends: June 30, 2010, Chairperson
Joan Silver arrived in The Dalles in February 2004. Born in Portland, she lived in Central and Eastern Oregon with a short stint in Vallejo, California. She worked primarily as a licensed tax consultant and bookkeeper. She also owned and operated small agriculture acreages until her retirement led her to Grant County and full time agriculture. Her belief in community and volunteerism has kept her busy in a variety of pursuits. While serving on the old North Central Regional Strategies board, she became familiar with Wasco County and the economic needs here.Joan has three grown sons and three gandchildren, all living close by. Joan believes, "living in The Dalles is great and I find this a welcoming and busy community."
