MCEDD staff works closely with applicants to make sure the project matches OIB goals and guidelines. When you think you are ready to write an application, please contact Amanda Remington at MCEDD at 541.296.2266 or amanda@mcedd.org to discuss the project and potential application.
Applications are available from the Mid-Columbia Economic Development District (MCEDD) and the county courthouse in each of the three counties (Multnomah, Hood River and Wasco). They are also downloadable in Word format here.
The majority of the funds allocated for economic develoment are designated for business loans and investments, community development and infrastructure. Currently, 90% of the funds are designated for loans to create an ongoing program for economic development. The remaining 10% of the funds are designated for grants.
Grants are normally made at or below $10,000 and are normally made to nonprofit organizations and local government entities. Grants made to for-profit businesses will generally be made for marketing, planning, pre-development and training programs that achieve the goals of the program.
Applicants are encouraged to read the summary information and the review criteria prior to applying for funding. Grants and Loan Policies can be downloaded in Word format. Completed applications include a detailed Project Description, answering the eleven questions outlined there. Applications need to be specific and address the Plan Goals, Plan Strategy, Plan Key Investment Principles and the Mandatory Criteria outlined in the application. The application also includes a Key Investment Principles Score Sheet. All projects seeking funding from the OIB must satisfy one or more of the Mandatory Plan Goals. The application will be enhanced by satisfying one or more of the Auxiliary Goals.
Each completed application must include:
• Project Proposal Form
• Funding Score Sheet
• Columbia River Gorge Commission Certification (included in Application Form)
Deadline: 25th of each month
Note: Be sure to sign and date the Project Proposal Form and Columbia River Gorge Commission Certification form.
Submit one unbound original and twelve double sided copies to the MCEDD office: 515 East Second Street, The Dalles, OR 97058. Please also submit an electronic file of your application.
