The Oregon Investment Board is a seven member volunteer board appointed by the Governor of Oregon. The board is charged with policy direction, funding criteria and funding decisions. There are two members appointed from Multnomah, Hood River and Wasco Counties and one at-large member. The Board also works with their partners in Washington—Washington Investment Board—through the Bi-State Advisory Council.

Ken Bailey, Chairperson
Wasco County
Term ends: July 20, 2013
Ken is Vice President and Shareholder in Orchard View Farms, Inc. Orchard View grows, packs and ships premium fresh cherries for domestic and international sales and grows some pears and wine grapes. It is a 4th generation family business founded in 1923. Ken returned to the farm after his graduation from Oregon State University with a BS in horticulture. Ken and his wife Shirley have three grown children and six grandchildren.

Michele Beeman, Vice-Chairperson
Hood River County
Term ends: June 20, 2013
Michele's roots run deep in the Hood River soil, where valleys divided by rivers are joined by the communities she calls home. Michele attended and graduated from Hood River Schools and has worked in both the public and private sectors in administration and finance in the greater Columbia Gorge. She currently works as a federal administrative officer and lives with her husband, John, and their dog and cat. She enjoys travelling and spending time with her friends and family who also still live in the beautiful Hood River area. |

David Eatwell, Secretary/Treasurer

Term ends: July 20, 2012
Dave Eatwell was born in Lebanon, Oregon and raised in the logging areas of the Cascades. After college at Willamette University, he served 7 years in the U.S. Air Force as a meteorologist and public information officer. Afterwards he settled in Houston, where he worked in corporate and commercial media. In 1991, Dave sold his company to return to Oregon and work in community development, and is now Economic Development Director for the West Columbia Gorge Consortium. The Consortium promotes business growth and jobs creation throughout the cities of Cascade Locks, Corbett, Fairview, Troutdale and Wood Village. Dave has also been an active volunteer in the community, aside from service on the Oregon Investment Board, Dave also sits on the Oregon Economic Development Association Board of Directors. He lives in Fairview, Oregon with his wife, Cindy. |

Andrea Klaas

Term ends: November 13, 2013
Andrea is the executive director for the Port of The Dalles. She has previously served on the board of the Hood River County Economic Development Committee, Mid-Columbia Economic Development District and Mt Hood Economic Alliance. Andrea has a home in Hood River. |

Joan Silver
Wasco County
Term ends: June 30, 2011
Joan Silver arrived in The Dalles in February 2004. Born in Portland, she lived in Central and Eastern Oregon with a short stint in Vallejo, California. She worked primarily as a licensed tax consultant and bookkeeper. She also owned and operated small agriculture acreages until her retirement led her to Grant County and full time agriculture. Her belief in community and volunteerism has kept her busy in a variety of pursuits. While serving on the old North Central Regional Strategies board, she became familiar with Wasco County and the economic needs here. Joan has three grown sons and three grandchildren, all living close by. Joan believes, "living in The Dalles is great and I find this a welcoming and busy community." |

Patti Smith
Multnomah County

Patti is a former State Legislator from District 52. She served as Chair of Trade and Economic Development and was named Tourism Legislator of the Year. She is from a pioneer farming family in the Gorge. As a strong advocate for the Gorge area and economic development and job opportunities one of my goals has been to represent this area and bring balance to not only economic values but balancing the natural resources values for those who live here and work here. |
