Board Members

The Oregon Investment Board is a seven member volunteer board appointed by the Governor of Oregon. The board is charged with policy direction, funding criteria and funding decisions. There are two members each appointed from Multnomah, Hood River and Wasco counties and one at-large member. The Board also works with their partners in Washington—Washington Investment Board—through the Bi-State Advisory Council.

Jack Miller
Hood River County

Term ends: August 1, 2018

Jack has been in small business for more than 35 years including contracting/construction, precious metals brokering and currently owns an Investment Advisory business. He enjoys volunteering time and energy when there is a direct positive impact on the community. “Small business and job creation through such is the essences of community.” Jack lives in Hood River with his wife Renee and daughter Poppy.

John Kasberger
Hood River County

Term ends: 6/21/2018

John is Senior Vice President and Chief Lending Officer of the CenterPointe Hood River Office has over 22 years of banking experience. John was born and raised in Oregon. Prior to joining CenterPointe Bank in 2012, John was a Branch Manager, Loan Officer, Commercial Loan Officer and an Agricultural Credit Officer in Oregon and Washington market areas. His specialty is agricultural and commercial lending. John is very active in the community including; past President of the Hood River County Chamber of Commerce, Columbia Gorge Fruit Growers Association, Hood River Rotary Club and many other community associations and events.

 

Rick Leibowitz, Chairperson
Wasco County

Term ends: November 15, 2018

Rick has over 9 years of business counseling experience, having worked for SBDCs in Alaska, Arizona, Indiana, NY and Oregon.  He earned his Bachelor's Degree from Rutgers University and has over 16 years of business ownership experience.  He started his first business, a mobile disc jockey service at the age of 17.  He then started and operated 4 bagel bakeries and a restaurant in New Jersey, New York, Pennsylvania and Alaska.  All are currently operating profitably under transitioned ownership.  In addition to owning his own businesses, Rick also has experience working at an executive level for both national and international organizations in the food manufacturing, hospitality and professional services industries (Ashland Partners, LLP; Cary's of Oregon, LLC; ARAMARK, Inc. and Interstate Hotels and Resorts, Inc ).

 

Kristine Mier
At Large Member

Term ends: September 6, 2019

Kristine currently works at Rural Development Initiatives (RDI) as a Program Manager overseeing the Latino micro enterprise program, the community interest topic forums, and delivers many services including leadership capacity building, board development training, strategic planning and more. She has owned her own business over 4 years doing consulting work in organizational development, strategic planning, employee training programs, project management, and process improvements. She has a degree in accounting and a degree in business management. Her pas experiences range from banking to restaurant management. She lives in The Dalles and stays busy with volunteer work and all the area has to offer. 

 

 

John Southgate
Multnomah County

Term ends: August 22, 2019

John Southgate has decades of experience in planning and development in the Portland region, the State of Oregon, and nationally; with a strong focus on public-private partnerships and urban infill.

John has worked with cities, private developers, educational institutions and others, building a deep and extensive network of relationships with elected officials, funding entities and the development community. He has managed a number of successful projects and policy initiatives which help to define the Portland region’s reputation as a national leader in urban redevelopment. John’s efforts are strongly aligned with the region’s growth objectives and individual cities’ aspirations related to higher density mixed use centers characterized by pedestrian vitality and transit supportiveness.
